Yup! Photoshop

I used a standard Square Brush with no texture.

Download a brush pack you like or whatever, open up the brush menu by selecting the brush tool and right clicking on the canvas, click the gear icon on the top right of the window, click on "Replace brushes", it'll show a browse window to load the brushes file you downloaded.
